The invention relates to an automatic preparing device and method for organic saponification alkaline liquor in a rare earth wet-process smelting process. The automatic preparing device and method are used for preparing an alkaline liquor in a rare earth extracting and separating process. The automatic preparing device comprises a concentrated alkaline storage tank, a water storage tank or a diluted alkaline storage tank, wherein a two-way liquor supplying system of the concentrated alkaline storage tank, the water storage tank or the diluted alkaline storage tank is connected with a finished product storage tank by virtue of a static mixer, and the static mixer is connected with the concentrated alkaline storage tank by virtue of an electric three-way reversing valve. The automatic preparing device has the advantages of enabling the whole preparing production line to realize sealing and continuous production, greatly improving an operating environment, reducing the environmental pollution, reducing a man-made influence factor, improving the preparing precision of product concentration and the quality stability, realizing accurate control of a flow, being high in automatic degree, and effectively improving the labor production efficiency.
