A MUDANÇA CULTURAL EM ORGANIZAÇÕES PÚBLICAS: A LUTA PELO DOMÍNIO CULTURAL NOS DISCURSOS DO SINDICATO

This paper analyzes the discursive strategies of civil servants union in the state of Bahia, to resist the attempt of cultural change in a public organization engaged in a modernization process.The approaches about cultural change by Hatch (1993), Weeks and Galunic (2003) and Zheng, Qu and Yang (2009) were used. As a definition of culture, a set of artifacts, values and basic assumptions of a group (SCHEIN, 2004) were used. The methodology used is the discourse analysis in the dimension of figures and topics by Fiorin (2008). The data were collected through the analysis of documents, covers the years 1989 to 2011, a period in which occurred the attempts of organizational change. The results indicate how the union uses the discourse to resist cultural changes. They also show, that, differently from the common sense that only the social actors belonging to the organizational board act in their own benefit, other organizational actors also do so, which hampers the processes of cultural change. The contribution of this work lies in launching a new look at the organizational constraints in promoting cultural changes in public organizations, discussing the role of unions in the modernization of the State.
