Contrattare la cittadinanza sociale. Nodi critici e questioni aperte a partire da una ricerca empirica

The article attemps to draw up a balance of the experience of relationship between municipalities and Trade Unions in Emilia Romagna about municipalities’ budget, at the light of the increasing role of local welfare and the processes of institutional decentralisation. The Unions commitment to welfare issues, locale governance, and contractualization has considerably increased in recent years but the process of welfare rescaling welfare, and the consequent territorialization of welfare negotiating and bargaining is giving contradictory results.
