How Much Impact Can You Expect from Your Analysis

This chapter argues that policy analysts cannot expect to influence policymakers routinely, even if they follow ‘how to do policy analysis’ texts to the letter. It explores the extent to which analysts should go further to secure their proposed policy solutions, drawing on policy theories to identify a ‘ladder of ethical engagement’. Safe options include to find ways to navigate policymaking systems and tell stories to appeal to the beliefs of your audience. More challenging options include to support your allies and demonise opponents, exploit low attention to most issues, and reinforce the objectionable beliefs of your clients.
