Spectrum of a Vlasov--Fokker--Planck operator. II

Abstract We show the possibility of collisional rest stabilization of a marginally linearly unstable Vlasov plasma by evaluating a simplified linearized Fokker-Planck collision term in the Vlasov equation, and studying the point spectrum.
