The invention discloses an anti-arsenic-CO sulfur tolerant shift catalyst and a preparation method. The catalyst is a Cu(Mn)-Co-Mo anti-arsenic-CO sulfur tolerant shift bifunctional catalyst using Al2O3 and MgO-Al2O3 spinel or multivariate inorganic oxide complex as a carrier, the catalyst contains CuO and/or MnO2 and contains CO and/or Ni element. In addition, the catalyst further contains at least one of Mo and W elements. The catalyst is used for a shift process for shifting synthesis gas prepared through gasification of coal having higher arsenic content, carbon monoxide and water vapor to prepare gas, can be used in the shift process adopting the conditions of the temperature of 190-500 DEG C, the sulfur content greater than 0.01% v/v, he water-gas mole ratio of 0.1-1.6 and different pressures (0-10.0 MPa), has high airspeed adaptability, high mechanical strength, good anti-arsenic performance and long service life.
