Temporalities of early warning systems and the extraversion of the Ethiopian state (2003-2016)

This paper focuses on institutional dynamics of food crises management by the Ethiopian developmental state. By cross-correlating ethnographic results with a historical perspective, it studies the development of early warning systems (EWS), thereby describing the evolving patterns of crisis management and its challenges, depending on historical and cyclical situations. The paper highlights how emergency management— embedded in long-term processes— structures the modalities of extraversion of the Ethiopian state.
