There is provided a process for producing a high-cleanliness steel that can produce, without relying on an expensive reflow process, steel products having a sufficiently high cleanliness to meet the requirements of mechanical parts of properties used in severe environmental conditions. The production method comprises the steps of: transferring a molten steel produced in a melting furnace by arc or an inverter in a ladle furnace for refining the molten steel; subjecting the molten steel to a degassing circulation type; and casting the molten steel into an ingot, wherein, when transferring the molten steel in the ladle furnace, a deoxidizer containing aluminum and silicon is added to the pre-deoxidizing the molten steel, c ' is to say for producing a refining before racking by deoxidation in the ladle refining furnace.
