The invention provides a finishing and machining locating process method of a high- pressure turbine working blade, which in particular comprises explanation of locating point, wherein D1, D2, D3, D4, D5 and D6 are six elements of locating; the position sizes of the six element points can be voluntarily set according to the sizes of blades; the two locating points of D1 and D3 are positioned on the processing boss; the three locating points of D2, D4 and D5 are positioned at the non-processed end surface of the blade margin plate; D6 is a point on the channel of the upper margin plate; and the processing boss is arranged in the central position of the leaf apex end surface. The invention has the advantages of shortening processing period of the blade and improving production efficiency, and the outlines of the inner and outer surfaces of the blade are matched well. According to the process method, the actual outlines of the inner and outer surfaces of the blades are matched, thus avoiding fussy procedures of rotating location during blade machining, reducing error in rotating location and shortening processing period of blades and improving production efficiency.
