Movement determining device and method

The invention relates to a movement determining device and method. In a movement image input part (2), a movement image which is shot in a target area is input. An image processing part (3) processes a frame image related to the movement image which is input to the movement image input part (2). In each of multiple detection areas decided by a shot object, the movement direction in the frame image is detected. In addition, the image processing part (3) calculates the discrete degree of the detected movement directions for the detection areas decided by the shot object. The image processing part (3) further uses the calculated discrete degree to determine whether movement of the object is abnormal.
