TRAFFIC ENGINEERING PRACTICES IN DEVELOPING COUNTRIES

This committee's initial project, described herein, serves as a starting point for further studies on traffic engineering practices in developing countries. Further effort is needed to identify in detail all the procedures, analysis techniques, the administrative structure and functional organization, etc. The standard being used, the manuals along with detailed procedures should be studied further to determine how that practice is effective for a particular unique traffic condition. As evidenced in this data gathering, there is not a total vacuum of knowledge among traffic engineering personnel in these developing countries. The lack of funding, sudden growth in motorization, inadequacy of right-of-way for expansion are the primary causes of limited physical improvement.
