The invention provides a filtering method for removing block effect and a filtering device, relates to the field of video image processing and solves the problem that the subjective and objective quality of an image is reduced due to the fact that internal compensation blocks of a prediction unit cannot be filtered. The method comprises the steps of dividing the prediction unit into at least two subunits; traversing each subunit of the at least two subunits and determining at least one filtering boundary of the at last two subunits according to a preset rule; obtaining a first pixel value of a first subunit and the first pixel value of a second subunit, wherein the first subunit and the second subunit are adjacent to the filtering boundary; and filtering pixels adjacent to the filtering boundary according to the first pixel of the first subunit and the first pixel of the second subunit.
