Numer-plate recognition

This thesis outlines procedures followed in the construction of a neural network solution, and the problems encountered in the construction of a template matching system. Number-plate recognition is the field by which vehicles can be identified by computers as they drive past a remote camera/monitoring location. For a system to be able to identify a vehicle, there needs to be a triggering mechanism so that the image is captured at the correct time. The system also requires some means by which the number-plate is located, read and checked against existing number-plates. The system then requires an output for if a number-plate has been recognised. This can be in the form of a fax, or a display on a computer screen some distance away.
