An apparatus for controlling temperature and humidity of a battery in a hybrid electric vehicle is provided to maximize battery charge and discharge efficiency. A dehumidifier(140) absorbs moisture of a battery pack module(120) by being installed on a lower part of the battery pack module. A battery pack module temperature controlling passage(119) and a dehumidifier drying passage(118) forms air passages to the battery pack module and the dehumidifier respectively. A heating device(130) heats air passing through the battery pack module temperature controlling passage and the dehumidifier drying passage. An opening and closing device(136) opens and closes the dehumidifier drying passage. A temperature sensor(152) and a humidity sensor(154) of an inlet side senses temperature and humidity of air introduced into an inlet duct(112) by being installed on an inlet side in the inlet duct. A temperature sensor(156) and a humidity sensor(158) of an outlet side is installed on one side of the battery pack module. A control unit controls operation of an air conditioner, the heating device, and an electric fan based on signals of the temperature sensors and the humidity sensors.
