In the work the analysis of functions of higher education in various types of a society is carried out. Priorities of the modern supreme education are determined. The international experience of education development is considered. The role of the international cooperation is determined by the example of program Tempus on the development of educational process at Saratov State Technical university and recommendations on participation in projects Tempus of teachers of technical specialities are offered.
