The invention discloses a calcium-silicon-aluminum property regulating material for carrying out on-line high-temperature reconstruction on medium-alkalinity steel slag and an application thereof. The property regulating material is prepared by mixing lime, slag and a small quantity of auxiliary materials. In the application, the property regulating material is put in a steel slag ladle, and the property regulating material and the steel slag ladle are promoted to react by utilizing afterheat of molten steel slag so as to increase the content of silicate minerals with gelation activity in medium-alkalinity steel slag and improve the gelation activity of the steel slag, wherein the content of free CaO in the steel slag after reconstruction is smaller than 2 percent, and when the specific surface area is controlled to be 350-450m2/kg, the 28d activity index is larger than 85 percent. In the invention, reconstructed steel slag with good hydraulic gelation properties is prepared by utilizing a small quantity of raw material lime and industrial waste slag of steel plants as the property regulating material and the self-carried afterheat of the molten steel slag and can be used as a mixed material of cement or a concrete admixture and widely applied to construction engineering such as industrial and civil buildings, the water conservancy, roads, airports, and the like.
