Until the 1990s, companies operating in Mexico had little concern for antitrust laws.1 For businesses and practitioners in the United States, Mexican antitrust was further irrelevant, as Mexican laws and regulations discouraged (and in many areas completely prohibited) investment or operations by foreigners. In this last decade of the Twentieth Century, Mexico has witnessed yet another revolution this one economic that has exposed its enterprises, both private and governmental, to the discipline of international competition and a new rigorous antitrust regime.
