A friction power generation device and a fabricating method therefor. The device comprises a first substrate (1) and a second substrate (6) which are placed oppositely, wherein the first substrate (1) and the second substrate (6) are supported by a plurality of elastic posts (4) therebetween. One side of the first substrate (1) facing the second substrate (6) is provided with a first conductive electrode (2) and an insulative high molecular film layer (3) in a laminating manner; and one side of the second substrate (6) facing the first substrate (1) is provided with a second conductive electrode (8). At least one of the two opposite faces of the second conductive electrode (8) and the insulative high molecular film layer (3) is formed to be a face of a concave-convex structure.By forming at least one of the two opposite faces of the second conductive electrode (8) and the insulative high molecular film layer (3) to be a face of a concave-convex structure, when the first substrate (1) and the second substrate (6) move relative to each other, the friction area during the friction between the second conductive electrode (8) and the insulative high molecular film layer (3) is increased, thus the efficiency of the entire friction device during friction power generation is improved.
