USING THE DEVELOPMENT OF A MULTIMODAL TRANSPORTATION CENTER AS A CATALYST FOR ECONOMIC REDEVELOPMENT-THE WESTSIDE MULTIMODAL TERMINAL FEASIBILITY STUDY SAN ANTONIO, TEXAS

The purpose of this paper is to present and discuss the results of a study to determine the feasibility of developing and locating a multimodal transportation center in a deteriorated area west of the central business district of San Antonio, Texas. The paper describes the market potential for both the various transportation modes (local line haul and circulator routes, inter-city bus, commuter rail, Amtrak, and a future regional fixed guideway system) and private land use development. A range of facility and location alternatives were not only evaluated in terms of their ability to best meet the transportation needs of the urban area in a cost-effective manner, but also in terms of the potential for each to provide access to desired new and/or expanded land use developments designed to provide economic growth to the surrounding area. The degree to which the public involvement progress influenced the selection of alternatives with the greatest economic development potential will also be presented.
