Technical Assistance 1947–59

During the war the ILO had been sustained by the hope that a postwar conference would draw up a programme of reconstruction in which the Organisation could participate. But the San Francisco Conference in April 1945 had been devoted to recasting the structure of international organisation, and at the full Peace Conference, held at Paris in September 1946, the Powers had concentrated on political problems such as reparations and frontier changes. And in this time the ILO could do little but sit on the sidelines while its place in the international system was being decided.
