In the article by taking cases as examples that the national public security organs refuse to accept the decision that People's Procuratorates do not approve the arrest making the request of reconsideration review of the arrest in 2007 to 2009,the author carried out positive analysis and pointed out several major issues and suggested countermeasures to improve it.
