This paper spells out that it is the responsibility of the national government to take all measures that may be required for the process of issuing driving licenses to ensure the adequacy of those who are authorized by the State to perform the driving of motor vehicles, an activity classified as dangerous by the judiciary. In Colombia, it has been a major concern of the government to counter the high rates of accidents that occur in the country, due to the arbitrary exercise of the right to move freely, which is why often the rules on access conform to the driving license, a document that enables citizens to drive, trying to make more effective the requirements and limitations for obtaining this Among other requirements established by the National Traffic Code for granting a driver's license is to pass the theory and practical driving tests in order to verify or validate the capability and expertise and knowledge of the applicant to obtain a driver's license assigning the Ministry of Transport's responsibility to enable the authorities to conduct and regulate the conditions in which they must carry out the above tests. In Colombia all records associated with the mobility of the country, including driving licenses are handled through a system called Single National Registry Transit - RUNT, which is franchised by the Ministry of Transport to a private company. This system will have all records of traffic and transportation online in the country. The RUNT is an electronic online system; which validates registers and authorizes the procedures related to automobiles, drivers, transit licenses, transportation companies, schools, trailers, self-propelled agricultural machinery and construction, traffic violations, insurance, accidents and natural or legal persons serve the sector. Based on information from the RUNT for 2012, where it is considered that many of the above problems have been overcome, there have been analyzes of driving licenses in the country.
