he article substantiates the need for optimal co-relationship of General principles of local government organization and peculiarities of their implementation taking into account the specifics of political and economic development of individual territories, socio-cultural dynamics of local communities, their historical and other local traditions, and its reflection in the municipal politics of the state. Such a policy is justified by the essence of this form of public power, however, is not at present sufficient legal regulation and is implemented spontaneously, largely due to the lack of necessary scientific, analytical and expert support, based on the account of the dialectics of General and special municipal practice.
