Study of refined administration for prejudication of construction projects in Shanghai

This paper analyses the auditing, operational flows, and difficulties associated with the prejudication of construction projects. The advantages of innovation in administrative examination and approval, as well as cooperation between urban planning and land resource management, are demonstrated. Examples of overseas experience of land resource examination and approval are cited. Several suggestions regarding informationization, criterion systems, and intensive administration are proposed.
