The invention discloses an oil refining sewage catalytic ozonation advanced treatment method and an oil refining sewage catalytic ozonation advanced treatment device and belongs to the technical filed of oil refining sewage treatment. The method includes following steps: performing first-stage degradation to organic pollutants by oversaturated ozone in water with synergistic effect of a solid-phase catalyst in a high-pressure catalytic ozonation column; performing second-stage degradation to the organic pollutants by residual ozone in water with the synergistic effect of the solid-phase catalyst in a normal-pressure catalytic ozonation column. The oil refining sewage catalytic ozonation advanced treatment device includes following units, in a successively communicating manner, a liquid oxygen storage tank, an ozone generator, an ozone compressor, the high-pressure catalytic ozonation column and the normal-pressure catalytic ozonation column. By means of gradient utilization of high-pressure ozone and normal-pressure ozone, discharged water can reach a national urban industrial wastewater discharge standard and a problem that utilization rate of the ozone is low and low-concentration persistent organic pollutant is low in degradation efficiency is solved. The method and the device can avoid treatment of a tail gas of the ozone, can reduce cost and energy consumption of sewage treatment and can increase economy of the catalytic ozonation technology.
