MANAGING HIGH TECH CONTRACTS: THE MBTA OCC EXPERIENCE

Transit properties are increasingly faced with procurement involving state-of-the-art electronic systems. These projects typically complete well behind schedule and often over budget. The Massachusetts Bay Transportation Authority (MBTA) has just completed construction of a state-of-the-art Operations Control Center (OCC). This project provides a model for developing and managing such procurements. Early on, the OCC project had significant delays and some cost overruns. By applying rigorous controls, cost and schedule were managed and the project completed. Topics covered include: senior management oversight; contract type; liquidated damages; use of consultants to support MBTA staff; using software management software; prototyping; and developing milestone based payment schedules.
