Optimization location model of emergency bases on ISLOC and cost allocation of multilateral cooperation

Location of emergency bases on International Sea Lines of Communication (ISLOC) involves more than one country's participation and multilateral cooperation has been proved to be an effective way in international cooperation. It establishes the location model of emergency bases and designs a genetic algorithm to solve it. Based on cooperative game theory, it uses the Shapley value to solve the allocation of cost in the multilateral cooperation. The numerical example shows that the countries have the least cost when they form multilateral cooperation alliance. The sensitive analysis shows that the fixed location cost of emergency bases and the unit cost of emergency bases preparing emergency service for different kinds of ships have opposite influence on the sharing cost of countries.
