El desarrollo agropecuario y rural en Paraguay : diagnostico y opciones de politica

The primary objective of this report on the agricultural and rural development in Paraguay was to present the main results and conclusions of a diagnosis and policy options on the current status of agricultural and rural Paraguay and constraints to its development. From this diagnosis the intention was to present a strategy for options and priorities of public policies to reduce rural poverty and enhance development in agriculture, based on a selective agenda. The premise of this report is that despite the importance of agriculture and the great potential of Paraguay in terms of natural resources, the country has been able to develop in a balanced and sustainable way the agricultural and rural sector. This report concludes that the main causes of this performance is attributed to: (i) lack of availability of infrastructure and equipment, (ii) lack and weakness of the mechanisms to support family farming; (iii) the lack of efficient mechanisms for organizing and managing and sustainable agriculture within the family; (iv) low levels of investment; and (v) a complex situation regarding land tenure.
