Abstract The empowerment of the cooperative sector requires stakeholder involvement. The involvement of cooperative business sector stakeholders includes, among others, academics, business, government, or what is often better known as ABG in the concept of the "Triple Helix" Model. Stakeholder involvement in the empowerment of the cooperative business sector should ideally be done through a pattern of collaboration, coordination, synergy, and synchronization of the roles and functions of the stakeholders involved so that a comprehensive and integrated empowerment program can be carried out between the roles and functions of each stakeholder. In the real conditions that occur in the field so far, the involvement of the existing stakeholders in participating in empowering the cooperative business sector is still ongoing and is individual and less integrative between the stakeholders with one another. Indeed the empowerment of the cooperative business sector is a synergistic movement between various parties. But the government (government) still holds the biggest role in the empowerment effort. In East Java, the cooperative empowerment program has been carried out by both the government and formal institutions which are very concerned with the existence of the cooperative business sector in the national economy, but the tangible results felt by the cooperative business actors are still not maximal. Seeing this condition, it is necessary to have an effective model of cooperative empowerment for cooperatives in the management of MSME centers. This study aims to build a framework of cooperative models that is appropriate and effective in managing MSME centers in MSME centers in 5 cities/districts in East Java (Surabaya, Sidoarjo, Mojokerto, Kediri, and Madiun). The research method used is descriptive qualitative and uses purposive sampling in the determination of the sample, with a total of 100 respondents as cooperative business actors. The framework of an effective cooperative empowerment model in the management of MSME centers is a process of social engineering to reconstruct the empowerment model that has been carried out. The reconstruction of the cooperative empowerment model is expected to be able to improve the performance of cooperatives by following with the spirit of total reform of the cooperatives that have been carried out by the government, which includes: rehabilitation, reorientation, and development. The results showed that the implementation of institutional structure aspects in cooperatives perceived by cooperative business actors in mapping respondents' responses to statements in the questionnaire was an average value of 6.57% or the real conditions that exist showed a very low category. Implementation aspects of the optimization of the cooperative function are at an average value of 25.5% or the real conditions that exist show a low category. Implementation of aspects of building partnerships is at an average value of 15.8% or the real conditions that exist indicate a very low category. Implementation aspects of the utilization of information and communication technology are at an average value of 8.12% or the real conditions that exist indicate a very low category. And the implementation aspect of sustainable development is at an average value of 96.6% or the real conditions that exist indicate a very high category. Based on the results of the respondents' answers, the reconstruction and reorientation and changes to the paradigm of the cooperative empowerment model are needed in the management of MSME centers through the redesign of the economic resource optimization model, the redesign of the cooperative optimization model, and the redesign of the business sustainability model.
