The necessity of science concept construction of state economic policy with accent on national specificity is substantiated. The key display of concept is multisetup conditioned by wide variety of management conditions. The activity of state mechanisms contributing to formation of multisetup at the evolution aspect is analyzed. The conclusion about inadequacy between forming multisetup in modern Russia and real Russian socio-economic potential is made as well as about necessity of application the new approaches to the development of Russia.
