Tibetan Spelling Formal Language Application

Since the Tibetan intelligent input method uses the Tibetan non-repeated-code computer keyboard layout, we firstly introduce the design of Tibetan non-repeated-code keyboard layout, and on this basis introduce the Tibetan spelling formal grammar 3 and its application in Tibetan intelligent input method.
