The invention provides a low-temperature boiling chlorination furnace and a method for producing titanium tetrachloride. The low-temperature boiling chlorination furnace comprises a furnace body, a gas collection device, a solid material inlet, a gas inlet, a heat exchange device and a cooling device, wherein the furnace body comprises a reacting section, an enlarging section and a settling section, and the heat exchange device is arranged in a portion, with a material layer, of the reacting section and comprises a heat exchange pipeline with an inlet and an outlet; the cooling device is arranged outside the furnace body and is communicated with the inlet and outlet of the heat exchange device respectively through pipelines, and the reacting section is not communicated with the outside. According to the method, titanium tetrachloride is produced from carbonized blast furnace slag and chlorine gas, serving as reacting materials, in the low-temperature boiling chlorination furnace in a manner that inert gas serves as fluidizing gas. The low-temperature boiling chlorination furnace and the method for producing titanium tetrachloride have the advantages that the internal reaction temperature of the low-temperature boiling chlorination furnace can be effectively controlled, unreacted chlorine gas can be prevented from entering a tail gas treatment system, the emission of chlorinated residues is reduced, and the chlorination rate of crude titanium tetrachloride production can be increased.
