PURPOSE: An apparatus and a method for using secure removable media in digital rights management are provided to change operation settings following an SRM usage rule in consideration of various requirements of a content service provider. CONSTITUTION: A transceiving module receives a message for an SRM usage rule from a reliable institution. An SRM usage rule manager(505) verifies an electronic signature about the message for the SRM usage rule. A processor analyzes and processes the verified SRM usage rule. The processor changes a device operation according to whether to perform signature verification for reproducing corresponding contents.
