This report contains the findings of an operations research (OR) project designed to test the effects of 3 different strategies for increasing the participation of Mexicos male population in family planning. The project was conducted by the Federacion Mexicana de Asociaciones Privadas de Planificacion Familiar (FEMAP) an organization dedicated to providing family planning services to undeserved and marginalized populations. FEMPAs 3 strategies included: a radio campaign focusing on male services; the effects of modifying clinic environment to be more inviting to men; and the effects of using primarily male promoters to encourage individual men to participate in family planning. Researchers chose the city of Chihuahua Ciudad Juarez and Matamoros as the 3 study sites. Prior to the initiation of the project researchers conducted an a survey of the knowledge attitude and use of family planning among the men and women in the 3 sites. For the OR project the radio campaign was carried out in all 3 sites. In addition to the radio campaign Matamoros was chosen for the clinic environment modification strategy. Ciudad Juarez experienced all 3 strategies. The report provides detailed accounts of the results of the attitude survey and the intervention strategies. Furthermore the report provides analysis as to the cost-effectiveness of each strategy and considers policy implications. The results of the study indicate that all 3 strategies contributed towards greater male participation. The most successful in terms of attracting men the radio campaign was also very expensive. The study also found that men preferred male counsellors at clinics. Finally the use of male promoters was found to be the most cost effective strategy.
