A Knowledge Base for Capturing Comprehensive Mission Experience

Crisis management, first responders and military organizations are often deployed in dynamic environments where standard operating procedures and set routines are insufficient to control the unfolding events. In such operations, controllers may rely on experience from scenario-based training or prior missions to make well-grounded decisions. This article proposes a knowledge base for capturing and retaining information pertaining to these operations, to support sharing of mission experience. The knowledge base captures contextual information, such as decision making cues, in the form of heterogeneous multimedia recordings. The proposed model allows multiple streams to be replayed simultaneously, synchronized via a Hierarchical Time Stream Petri Nets-model, to create an explorable hypermedia model that stimulates aural and visual perception, enabling internalization and thus generating new tacit knowledge. As a complement to training, the proposed approach can help decision makers add to their pool of knowledge and increase their ability of making recognition-primed decisions.
