PROBLEM TO BE SOLVED: To provide a viewer with a video obtained by utilizing the high resolution and a screen size originally provided to a digital television receiver.SOLUTION: A receiving device 31 comprises a controller 331 which, when it is detected that a received broadcast is a hierarchical service, generates a first program video or a video obtained by combining a second program video and a video that is not a program video. When it is detected that the received broadcast is a hierarchical service, the controller 331, in response to a received signal level, generates only the first program video or the video obtained by combining the second program video and the video that is not a program video.SELECTED DRAWING: Figure 11
