America appeared the trend of strengthening social regulation since 1970s.Along with the social regulation strengthening,the high cost and inefficiency which social regulation brought has caused people's widely question,America has carried on social regulation reform to improve the quality and efficiency of social regulation.First,introduced cost-income analysis method to the regulatory process and through this method controlling supervision organizations;second,reformed traditional command and control regulatory way,paid attention to the role of market incentive.
