Oily composition, and emulsion composition and topical composition containing same

Provided is an oily composition containing: (a) N-lauroyl sarcosine isopropyl; (b) an oily component that is sparingly soluble in water, has a melting point of 40°C or lower, has one or more hydrogen-bonding groups in a molecule, and has a linear or branched carbon chain; and (c) an active ingredient that is sparingly soluble in oil.
