The invention relates to a pre-converting catalyst for hydrogen production or carbonyl syngas reaction through large-scale energy-saving hydrocarbon steam conversion, which is characterized in that nickel is used as an active component, oxides of rare earth metals and/or alkaline metals are used as auxiliaries and an artificially-synthesized inorganic oxide fireproof material is used as a carrier; and based on 100 percent of the total weight of the catalyst, the active component nickel accounts for 10-70 percent relative to nickel oxide, the auxiliaries account for 0.5-45 percent of the total weight of the catalyst and the carrier accounts for 10-70 percent of the total weight of the catalyst. The hydrocarbon pre-converting catalyst is suitable for the pre-converting process condition and the large-scale energy-saving pre-converting process condition which are used commonly at present, and ensures that the carbon airspeed is up to 1000-2000h , and the catalyst has excellent mechanical intensity and high and stable activity.
