The War of the Notary Publics

Over the past twenty years, the Association of Notary Publics of Lima have continuously attacked the legal reforms that benefit the poor in order to maintain its legal privileges. The reforms proposed would enable the poor to gain access to the legal ownership of their property and businesses. The last attack by the Notary Publics was carried out by paying an economist to not only distort the benefits of the reforms that affect their direct interests but discredit the Institute for Liberty and Democracy (ILD), the institution they consider to be at the root of such reforms. In this book, the ILD explains how the actions of the Association of Notary Publics of Lima exclude poor people from development and what reforms have to be made in the Peruvian legal system to build an inclusive market economy.
