The present invention increases in SOCS3 will effectively block the signal from the cytokine or growth factor that may cause inflammation in the signal transfer. However, the drug and its mechanism of increasing the expression of SOCS3 is not yet known. Hugo Nin (wogonin) was first found as a drug for increasing the SOCS3 promoter analysis results confirmed that depending on the AP-1 sequence with two STAT3 response element (TTACAAGAA and TTCCAGGAA). Hugo expression of SOCS3 induced in the non-(wogonin) was blocked by the inhibitors of each of PI3K, Akt, Raf, P38, JNK, MEK and STAT3. However, JAK2 inhibitor did not inhibit the expression of SOCS3 induction in non-(wogonin) sheathed. This result has the effect of non-sheathed (wogonin) to increase the SOCS3 shows a vision by activation of the MAPK signaling pathway to a PI3K-mediated (Akt, ERK1 / 2, JNK and P38). Thus, non-sheathed (wogonin) and its derivatives to increase the SOCS3 may be a drug that effectively blocks cell transmission signal by the inflammatory cytokines and growth factors. Areas that can be applied to the blocking of these signals can be suitably used as a cancer cell division inhibitors, chronic inflammatory disease treatment.
