A Reflection on the Problems in China's Modern University System Construction: A Comparative Study of the Western University System Evolution

From a historical perspective,the evolution of university system follows the basic principle that the academ-ic freedom and university autonomy should be always advocated and practiced.The relations between units of the uni-versity are adjusted by the academic freedom,therefore,the principle of academic freedom is the internal system in the construction process of modern university system;while the principle of university autonomy can keep the university from outer influence and interference,it is an external system.The construction of university system in any country is based on the two systems.The internal system is the basis of the external system for the latter dose not work effectively without the former one.The university autonomy cannot be improved without the internal system even though the exter-nal system has been established.This paper comes to the conclusion that the key to the construction of China modern university system is the construction of the internal system.
