Marcos regulatórios estaduais em saneamento básico no Brasil

This paper analyzes state regulatory frameworks for the water and sanitation sector in Brazil. The documental research identified that only five states have their own policies (Sao Paulo, Minas Gerais, Rio Grande do Sul, Rio Grande do Norte, and Goias). The frameworks are described according to a selected set of attributes, namely: universal access to water and sanitation, financial instruments, regulation and social control. The main conclusion is that the policies under study are in an early stage of development and may receive a boost from the approval of new federal legislation in December 2006.
