Russian Abstract: В работе исследуются теоретико-методологические и практические вопросы транс-формационных процессов в системе защиты государственной тайны России в связи с глобализацией информационных процессов в мире и реформированием системы государственного управления в России. Значительное место отводится сравнению основ по-строения института государственной тайны в различных странах мира. В приложениях приводятся государственные документы разных стран мира по регулированию социальных отношений в области защиты государственной тайны. Книга может представлять интерес для представителей органов власти, научной общественности, студентов и слушателей, изучающих проблемы становления новой российской государственности. English Abstract: This paper investigates the theoretical, methodological and practical issues of transformation processes in Russia protection of state secrets system, in connection with the globalization of information processes in the world and reforming the system gosustate management in Russia. An important place is given over the construction of the foundations of the state secret institution in the various countries of the world. The applications are public documents from around the world to regulate social relations in the sphere of protection of state secrets. The book may be of interest to representatives of the authorities, the scientific community, students and trainees studying the problems of formation of a new Russian statehood.
