Política de gestão de dados de pesquisa em universidades públicas : estudo comparado Brasil e Reino Unido

This paper analyzed the content of institutional research data policies in Brazil and the United Kingdom to identify essential elements that must be considered when developing an institutional research data policy in brazilian public universities. It points out that the transmission of research data occurs instantaneously thanks to technological convergence with telecommunications and microelectronics and the same has been the guiding thread for the transformation of the modus operandi of scientific communication in the world. The scientific processes and practices guided by e-Science focus on the use and reuse of research data. This movement has caused changes in the generation, access and use of scientific publications and is moving towards the intensive use of scientific data as a primary research product. Scientific research presupposes that using research data as the primary source of the investigative process through the dynamics of management, use, reuse and reproducibility of scientific data will enable scientific research to drive and generate scientific innovations, thus benefiting society and the economy. However, the political, normative and legal dimensions of data cannot be ignored as they are intellectual goods derived from the creative, scientific and cultural process. Thus, the reuse, sharing and access to research data creates the idea and illusion that any data can be exposed and shared. Because of this, the decision on access to research data has to come through structured policies and for that, 80 data policies from the University of the United Kingdom were analyzed. It was observed that the policies had information about the data management plan, intellectual property, research ethics and data preservation. It is concluded that it is necessary to join efforts for the elaboration and approval of institutional research data policies, especially regarding the access to research data, so important for the perpetuation of the records and their reliability
