The phenomenon of asking for donations on the highway is rife in Jember district, donations that can be used are usually used in the construction of mosques. The custom of asking for mosque donations is made by a group of people or a small community on the side of the road. On the other hand, they use interesting words so that road users are willing to contribute, besides the use of sentences based on the Al-Quran and the prayers of the prophet that are usually used. What is interesting here is that some small groups or small communities of individuals are willing to ask for donations on the road. This phenomenon will be viewed from a sociological and economic perspective. From the research conducted by the writer, the social meanings contained in the donations on the highway are first, the process of social activities being wrapped in the name of religion. Second, the manifestation of public distrust of the management of mosque construction. Therefore, this paper raises the theme Theology Towards Empowerment of Mosques Based on Bismillah Pole: Study of Behavior of Asking Roadside Donations in Jember Regency. This paper is a paper based on library research and field research. There are three questions contained in this paper. First, what are the religious characteristics of donation seekers on the road? Second, what is the social meaning contained in the search for donations on the highway? Third, the rationality of the perpetrators who seek donations on the highway of Jember? This research uses the emic perspective method. Data collection using an ethnometodological approach. The purpose of this paper is, first, to find out the characteristics of diversity of donation seekers on the road. Second, knowing the social meaning contained in the search for donations on the road. Third, knowing the rationality of donation seekers on the main road of Jember.
