Network energy-saving method for combining users with base stations

The invention discloses a network energy-saving method for combining users and base stations. The method is characterized in that a base station broadcasts load information to adjacent base stations and receives load information of the adjacent base stations periodically, and by comparison, if the load of the base station is the lowest and is lower than a preset first threshold, the base station enters a dormancy control process and informs the adjacent base stations; if the load of the base station is higher than a second threshold, the base station arouses the adjacent base stations; in the dormancy process of the base station, the sending power of a control channel is lowered half every time, edge users carry out switching and select a target base station by combination with the power of the control channel and the load state of the base station, after the edge users finish the switching, a base station to be in dormancy continues lowering the power of the control channel by half, and the process is carried out repeatedly until the power of the control channel is lowered to be the minimum value or all served users finish the switching; the restarting process of the base station and the dormancy process of the base station are opposite, the base station gradually doubles the power of the control channel until the power of the control channel reaches the maximum sending power. By means of the method, the network energy consumption is reduced, and meanwhile the call drop rate and energy consumption of the users are reduced.
