The invention discloses a mechanical activating and strengthening cobalt white alloy cobalt leaching technology. In the technology, a fluidized-bed jet mill is used for preparing activated white alloy material, and the fluidized-bed jet mill is a device for crushing the white alloy by means of high-speed jet. A planetary ball milling process is replaced by the method, and the fluidized-bed jet mill is a continuous feeding and discharging device. During the crushing process, nature-based white alloy is used, and no water is needed. The mechanically activated mineral aggregate is placed in a reactive tank, and a leaching agent, namely sulfuric acid, is added for leaching, wherein concentration is 1.0-4.0mol/L, the weight ratio of liquid phase to solid phase is 8:1, the stirring speed is 150r/min, blast capacity is 40L/min for 1kg of mineral aggregate, temperature is 40-100 degrees centigrade, and leaching time is 2-12; and finally, the cobalt-containing lixivium is obtained. By mechanical activating, scale production of cobalt white alloy in industry is implemented, in a single sulfuric acid system, production effects of low cost and high leaching rate are reached, and the leaching rate of cobalt is up to 96.1%. However, the non-activated cobalt white alloy in the single sulfuric acid system cannot be produced industrially, and the cobalt leaching rate is only 63.2%.
