The device comprises a carbon dioxide compressor, a cooling separator, a buffer tank, a desulfurization tower, a fine desulfurization system, a dryer, a liquefier, a rectifying tower, a reboiler and a subcooler which are connected in the material delivery direction successively. A connection pipe is arranged between the desulfurization tower and the dryer, and a valve is arranged on the pipe. The device and the process have the advantages that 1, saturated water included in raw material gas is compressed to be separated gradually effectively by multistage cooling separators, and accordingly, large pressure fluctuation of the compressor is relieved, shaking of the compressor caused by water carrying of the system is reduced, the safe and stable operation of equipment is protected; 2, water carried by the raw material gas is almost removed completely before desulfurization, water inlet damage failures of desulfurization agents in a purifier and fillers in the dryer can be prevented, the desulfurization rate of the fine desulfurization system is guaranteed, and good indexes and stability of food-grade carbon dioxide products can be maintained.
