Diseño y validación de una nueva metodología de efectividad de manejo mediante la gestión participativa de las comunidades rurales en el Parque Nacional Viñales, Cuba

At international level diverse conservationist organizations and institutions have applied different methodologies of management effectiveness, each one applied in dependence of the characteristics of each protected area. At the present time the implementation of the methodology in the National System of Protected Areas has facilitated the incorporation of the rural communities in the management and administration of the natural and cultural resources, as well as the identification of new indicators that reflect the reality of the protected area. Assisting to the difficulties of the current methodology was designed and applied a new methodology of management effectiveness with which all the indicators have been evaluated from the 2009 to 2012. Making an analysis of the current methodology, it is detected that several indicators that intervene to oneself opinion, exist and in some cases are evaluated without more options than those outlined in the methodology, that which doesn't coincide with the particularities of the local administration. Assisting to the carried out valuations and experiences of the application, we propose this new methodological conception that includes the restrictive or absent aspects, allowing to the protected area to evaluate its effectiveness according to their specific characteristics and to reflect with more efficiency the management administration according to management category.
